Jal Jeevan Mission Funding Halt Hits 26,009 Projects in Maharashtra

The Jal Jeevan Mission in Maharashtra is facing a major crisis as the central government has halted funding support. With over 26,000 projects still pending completion, the state now struggles to manage the programme using its own finances amid already mounting unpaid bills.

Over 50% of Water Projects Remain Incomplete 

Launched in 2019, the Jal Jeevan Mission aimed to provide every rural household with functional tap water by 2024. In Maharashtra, a total of 51,558 rural water supply schemes were sanctioned under the scheme. 5 years on, only 25,549 of these have reached completion. A staggering 26,009 projects, making up more than 50%, remain pending. Government officials report that this delay stems from a critical shortage of funds, which has now worsened with the cessation of central grants.

Centre's Funding Freeze Leaves State 

According to a directive from the Ministry of Jal Shakti on June 16, central grants will only be released to eligible states upon separate approvals. The ₹2.08 lakh crore budgeted from 2019 to 2024 included a 50:50 funding model between the Centre and states. However, with ₹1.85 lakh crore already spent, only ₹22,694 crore was available for 2024-25. The Centre clarified this remainder has already been sanctioned, meaning any additional costs must now be funded solely by the states.

Maharashtra Government Allocates ₹2,483 Crore 

The Water Supply Minister confirmed that no central funds have been released since October 2024. The Maharashtra government has allocated ₹2,483 crore to avoid disruption, but this amount falls short considering the state's ₹12,000 crore backlog of unpaid bills related to completed projects. Revised cost estimates for 7,098 pending projects have been approved, but a lack of fresh fund infusion is threatening progress on the ground.

Contractors Express Concern Over Future Viability

The Maharashtra State Contractors’ Association has raised concerns about the feasibility of ongoing work. Many private contractors fear further delay in payments and disruption of their livelihood. The association is pushing for urgent intervention by the state leadership to resume the halted schemes.
