India and Brazil Sign Tripartite MoU to Strengthen Scorpene Submarine Support

During the visit of Chief of Naval Staff Admiral Dinesh K Tripathi to Brazil, a tripartite memorandum of understanding was concluded between the Indian Navy, the Brazilian Navy and Mazagon Dock Shipbuilders Limited.  

The agreement focuses on information exchange related to the upkeep of Scorpene-class submarines and other naval platforms. 

Key Development: MoU To Enhance Submarine Life-Cycle Support 

The Indian Navy stated that the agreement aims to strengthen experience sharing in maintenance, logistics and training and to deepen cooperation among government agencies and industry partners in both countries.  

The MoU is expected to support long term life-cycle management of Scorpene-class submarines and improve technological capabilities required for sustaining advanced underwater assets. It also aligns with ongoing defence research and development cooperation between the 2 nations. 

The development comes shortly after Brazil’s Naval War College delegation visited New Delhi in November, where discussions focused on expanding maritime training and operational exchanges.  

Earlier, a Brazilian defence delegation led by Admiral Guilherme Da Silva Coasta visited the College of Defence Management under Headquarters Integrated Defence Staff, further contributing to the momentum in defence dialogue. 

Strengthening India-Brazil Defence Partnership 

India and Brazil have increased high level engagement in defence and security through 2024 and 2025.  

The relationship received a significant push during Prime Minister Narendra Modi’s visit to Brazil in July, when he and President Luiz Inacio Lula da Silva agreed to chart a strategic roadmap for the next decade built around five priority pillars, including defence cooperation. 

The joint statement issued by the Ministry of External Affairs noted the shared perspectives of both countries on key security matters. It stated: "The leaders welcomed the growing defence cooperation, including participation in joint military exercises and the exchange of high-level defence delegations. "

The new tripartite MoU marks a substantial step in India–Brazil defence collaboration, particularly in advanced naval technologies.
